11/19/13, Metasystems, Inc. is pleased to announce that they have been awarded a prime Indefinite Delivery, Indefinite Quantity (IDIQ) contract with the Naval Sea Systems Command (NAVSEA) SeaPort Enhanced (SeaPort-e) program. Through this contract, Metasystems and its team comprised of extremely capable technologists, engineers, product and software developers, program managers, acquisition professionals, and process improvement experts will provide the DoD direct access to new solutions, support and superior service!

BCF Solutions, Inc. N00178-07-D-4981 was founded in October 2003 as a Delaware S Corporation and has grown to over 250 employees. It is an ISO 9001:2008 certified Small Business with six Divisions. BCF is headquartered in Arlington, VA with offices in Dahlgren, VA; Hollywood, MD; Huntsville, AL,  Sterling, VA, Pickerington, OH  and Aix en Provence, FR.

(Zone 2) BCF’s Sheryl Post, and Kemisola Lofinmakin provide a variety of Program Support to NAVSEA. (Navy ERP Program Office). In addition, BCF provides a wide variety of Program Support to MDA/DO offices.  Frank Bettinger, with over 30 years of Army and support contractor Program Management experience heads up this effort. Under HQ0006-04-F-0017, Leigh Guy (5 yrs gov’t. and 8 yrs contractor PM experience) provides Program Support to MDA/Do in the areas of Program Assessment, Program Control, Reporting, and Strategic Planning. In addition, BCF employee, Billy G. Love, former MDA Deputy for Resource Management where he directed all facets of agency financial management, program planning and control and program analysis.  He was dual tasked as agency POC for infrastructure  and facility management.  He reported directly to the Director and was responsible for creating and maintaining a safe, efficient, and productive professional physical work environment.  He also directed this effort in regard to BRAC.  Mr. Love has over 26 years of NAVSEA experience as a manger, one specific is; Director, Operations Division, Financial Management Officer, NAVSEA  (PMS 377 from 1983-1988).  Prior to this Billy Love was a Supervisory Budget Analyst for Aegis Shipbuilding, PMS 400.

Quality Assurance

The single most important undertaking of sound project management is to maintain control over project activities at all points in the project’s process. For this reason, efficient and effective project control involves tracking and resolving problems as well as tracking outstanding actions.

Metasystems integrates Quality Assurance from inception and throughout every phase of our projects. The primary methods of assuring the quality of services are appropriate advance planning, assignment of sufficient qualified staff resources, provision of appropriate tools, and establishment of rigorous program management techniques. Further, our collaborative method of developing detailed work plans for specific tasks will help assure the quality of support provided on each project task we conduct in support of the Warfare Centers, throughout all zones we are chosen to support. This concept is inherent within every phase of the project.

Methods for integrating quality assurance during the execution of tasks are also part of our comprehensive approach. For that purpose, we have assembled a Quality Assurance Team (QAT) made up of several of our most experienced professionals from Metasystems senior staff. This approach ensures that all required functional and technical knowledge is represented for the task orders, while simultaneously holding down costs. Any Metasystems team member can “tap” the expertise of our QAT throughout the duration of the contract. The team also serves as a quality control check for key deliverables and ensures an integrated approach to the recommendations. Our quality management approach is designed to prevent, reduce, or eliminate problems that might compromise ability to perform on time, within budget, or according to the task order requirements. Our approach includes:

  • Developing a Quality Management Program Plan for the contract
  • Establishing and monitoring metrics for project objectives
  • Establishing quality management processes that include monitoring and assessing performance
  • Coordinating with the government stakeholders to establish quality objectives by deciding the scope and frequency of quality assessments and reporting policies
  • Coordinating with other contractors regarding quality management
  • Conducting periodic and Quality Management Reviews

Quality Assurance promotes the delivery of reliable, complete and accurate work products by minimizing the transmission of errors through Quality Planning, Quality Control, and Quality Improvement processes. Our approach to providing Quality Assurance establishes quality controls during the entire lifecycle of a task.
